Building Surveying Officer – Full Time 

Department: Development/New Business

Responsible to: Head of Development

Overview of Post: To assist in the delivery of the Oaklee Housing Acquisition and Development Pipeline and Asset Management

Since its foundation, Oaklee Housing has undergone significant expansion. The organisation currently has over 1000 housing units under its management and has ambitions to double this figure over the next 3 years. There is currently a strong development pipeline in place in place which will see Oaklee Housing expand further.


Key responsibilities

New Business

  1. Support Head of Development and Development Officers with technical guidance and support on the suitability of new units, oversee the completion of development of tender documents and contract administration for the completion of works.

  2. Where necessary organise and manage additional specialist resources to review elements of construction (e.g. fire safety, M&E etc.)

  3. Work closely with the external Design Team and keep them informed of Oaklee Housing’s  ongoing requirements for repair and maintenance.

  4. Carry out or coordinate property surveys for new acquisitions  to support funding applications including the sign off of works.

  5. Ensure developers/builders compliance with agreed schedules of works and that units are to Oaklee Housing’s satisfaction and within agreed budgets



  1. Work closely with Head of Development to maintain a good understanding of the projected pipeline of new developments to ensure the timely resourcing of construction projects.

  2. Provide and oversee the delivery of the clerk of works service for the construction of new homes as necessary.

  3. Assist in the procurement of contractors and consultants alike.

  4. Assist in the procurement and management of the planned programme and ad hoc minor refurbishment / repair works.

  5. Assist with the completion of works during defect liability period

Internal Processes

  1. To liaise with Development, Property Services and Housing Management staff on handover of inspections of acquisitions/construction.

  2. To ensure contractors adhere to Health & Safety Policies and where appropriate method statements and legislation.

  3. To brief, liaise and co-ordinate consultants.

  4. To ensure that emergency and urgent maintenance is effected quickly during defects liability period and that all outstanding defects are rectified in conjunction with development and property services staff by the end of that period.

  5. To prepare written reports as necessary including risk assessments, audits and surveys, making recommendations and innovative solutions.

  6. Ensure compliance with statutory requirements, codes of practices, Irish, European Standards and legislation in all property related areas.

  7. To gather and prepare information on Oaklee Housing Property asset base.

  8. To advise and support the managers in the management of property services.

  9. To carry out regular and ad-hoc inspections of Oaklee Housing property.

  10. To establish, co-ordinate, manage and operate an effective, efficient planned asset management service in accordance with Oaklee Housing, procedures and budgets.



  1. Provide support to the Head of Development / Head of Housing

  2. Support and offer advice to Housing Officers and scheme based staff

  3. To provide quality checks on private contractor works

 PERSON SPECIFICATION – Building Surveying Officer





  • Possess a full current driving licence and access to a car.  Consideration will be given to alternative travelling proposals in respect of applicants with a disability who cannot hold a driver’s licence.



  • Managing budgets and other project resources


  • Preparing tenders and preparing tendering brochures


  • Ability to co-ordinate a number of projects at the same time


  • Strong commercial acumen and negotiating skills


  • Good technical knowledge


  • Good IT skills in particular Word and Excel


  • Self-motivated with ability to work n own initiative


  • Strong teamwork, interpersonal and organisational skills


  • Excellent communication skills (verbal and written)


  • Willingness to accept responsibility for designated tacks



  • A minimum of 5 years continuous building surveying experience preferably in residential or in a related field with demonstrable transferable experience.



  • Experience within a successful social housing provider or related organisation.



  • Degree qualification in a relevant area


  • Professional qualification in construction, development or design (including architecture, quantity surveying or building surveying). 



  • Qualification in Project Management in a development environment (e.g. Prince2 or PMP methodology)




  • Sensitivity and the ability to relate well to people of all  backgrounds and cultures


  • Possess a good manner working with consultants and contractors on a range of projects


  • Common sense and the ability to use own initiative when making decisions
